"Until that time, we also guarantee the right of inhabitation in Doel, in other words, the image of the so-called ghost town where, due to ongoing expropriations, people would leave [the village], dwellings would dilapidate... which would lead to unviable situations…  That is something we absolutely do not want and we therefore say that, in the meantime, pending the granting of a construction permit [for the new dock - KD], the right of inhabitation will be guaranteed in Doel."
